The process consists of: (1) Appointing a DCD-licensed Grade-A fire contractor; (2) Preparing fire protection and alarm layout drawings with hydraulic calculations; (3) Submitting via the DCD electronic portal for initial design NOC; (4) Installing strictly DCD-approved and UL/FM-listed equipment; (5) Conducting hydrostatic and Cause & Effect matrix testing; (6) Integrating the Hassantuk monitoring unit; and (7) Coordinating the final physical inspection and mock drill with DCD officers to receive the final Completion Certificate.

Hassantuk is Dubai Civil Defence's mandatory smart monitoring initiative. An intelligent transmission unit (ITU) is installed adjacent to the main fire alarm panel. It continuously monitors the status of fire alarms, sprinkler tamper switches, and pump run signals. In the event of a genuine fire alarm or supervisory fault, it immediately transmits real-time telemetry via cellular/radio networks to the Civil Defence central control room, ensuring rapid fire brigade dispatch.

Clean agent suppression is required in spaces where water discharge would cause catastrophic asset loss or electrical short-circuits. Common applications include data centers, server rooms, main electrical switchgear rooms (MDB rooms), battery rooms, telecommunication exchanges, and museum/archive vaults. It extinguishes fires within 10 seconds without leaving any residue.

The UAE Fire Code requires fire pump rooms to: (1) Have a minimum 2-hour fire-rated structural enclosure with direct external or protected egress; (2) Contain an electric main pump, diesel backup pump, and electric jockey pump; (3) Feature dedicated mechanical ventilation and emergency lighting; (4) Have suction lines connected to dedicated fire water tanks; and (5) Include a calibrated test line and flow meter for periodic flow testing.

Dubai Civil Defence mandates that commercial and residential buildings maintain an active Annual Maintenance Contract (AMC) with a DCD-licensed contractor. Systems must undergo quarterly preventive inspections and annual comprehensive testing. The contractor must issue a certified maintenance certificate, which is required for annual commercial trade license renewal.
