Al Sa'fat is Dubai's green building system, with tiers from Bronze upward. Bronze is the baseline for new buildings, which means it is not an aspiration to be traded away when the budget tightens — it is a permit condition. Higher tiers are usually a developer's positioning decision.
The regulations are written as design requirements, but almost all of them are discharged by the contractor. What follows is the practical translation: what actually has to be procured, installed, measured and filed.
Mechanical: efficiency you have to prove, not claim
- Equipment efficiencies verified against submitted data at the actual selection point, at UAE ambient conditions — not at a nominal rating.
- Ventilation rates set and demonstrated against the ventilation standard, with outside-air measurement at the AHU, not a calculation.
- Ductwork leakage tested to the specified class, with results per system.
- Insulation thickness and vapour sealing to the required standard, inspected before ceilings close.
- Controls that can actually deliver the strategy claimed: setback, optimum start, CO₂-based demand control where specified.
- Refrigerant type and charge documented, with leak testing records.
The recurring failure here is a chiller or AHU selected against a nominal efficiency figure and then value-engineered to a unit that only meets it at a rating point the building never sees. Check the efficiency at the design condition, at UAE ambient, on the submitted selection sheet.
Electrical: lighting power, controls and metering
- Lighting power density per space type, evidenced by a schedule tied to the luminaire submittals and the room data.
- Occupancy and daylight controls installed, commissioned and demonstrated room by room — not just wired.
- External and façade lighting within the permitted allowance, with controls and time schedules set.
- Sub-metering by load type and by tenancy, so consumption can actually be attributed.
- Power factor correction and harmonic limits where required, with measured evidence.
Lighting controls are the classic late failure. The devices are installed, the addresses are never mapped, and the demonstration falls over because nothing can be shown to switch. Treat control commissioning as its own activity with its own duration.
Water: the credits most often lost by someone else
Flow rates on taps, showers and cisterns are fixed by the sanitaryware package, which is usually selected by the architect or the interior designer late in the process. A single substitution on aesthetic grounds can put a water credit out of reach, and the MEP contractor finds out at handover.
- Fitting flow rates and flush volumes documented against the requirement, per fitting type.
- Landscape irrigation efficiency, controller programming and rain or moisture sensing.
- Condensate recovery and any treated-water reuse installed and metered where specified.
- Water sub-metering by use — domestic, irrigation, cooling make-up, amenities.
- Leak detection where required, commissioned and alarmed to the BMS.
Metering and the BMS: where compliance becomes real
Almost every tier depends on being able to measure the building. That means a metering strategy with a defined hierarchy, meters installed where the strategy says, points mapped into the BMS, and graphics and trend logs that an operator can use.

A meter that is not mapped, trended and retained is a compliance gap presented as a controls snag. Verify the whole chain — sensor to trend log to report — as one activity.
The evidence file
- Approved submittals showing the compliant characteristic of every relevant product, at the design condition.
- Test and commissioning records: duct leakage, ventilation rates, TAB, lighting controls, metering verification, water quality.
- As-built drawings and schedules consistent with what is installed.
- Metering schedule mapped to BMS points, with trend configuration and sample reports.
- Operator training records and an O&M manual that explains how to keep the performance, not just how to switch it on.
One point worth making to any client: the regulations set a floor. A building that just clears Bronze on paper can still perform badly if the controls are never tuned and the metering is never read. The compliance file and the seasonal commissioning that follows it are what turn the certificate into an actual operating cost.
