DEWA energisation: the approval chain behind your switch-on date

Energisation is not one application. It is a chain of dependent approvals, each waiting on a predecessor you may not control. Here is the order things actually have to happen in, and the four places a Dubai project usually loses a fortnight.

Ask a project team when the building energises and you will usually get a date. Ask what that date depends on and the answer gets thinner. Energisation is the visible end of a long chain: a load agreed, a substation site accepted, a builder's work handover, a witnessed inspection, a meter application, a final account settled. Each link waits on the one before it, and several of them sit with the developer or the main contractor rather than the MEP subcontractor who gets blamed when the date slips.

What follows is the chain as it usually runs on a Dubai building, written in dependency order rather than in the order the forms are numbered.

Start with the load, because everything else is sized from it

The connection application is built on a load schedule. That schedule fixes the number and rating of transformers, the substation footprint, the cable route and the point of supply. Change the load materially after the point of supply is issued and you are not editing a spreadsheet — you are reopening the whole application.

Loads move for predictable reasons. A retail podium gets re-let to food and beverage, which multiplies kitchen extract and refrigeration. A residential tower adds EV charging after the electrical design is frozen. An office floor picks up a tenant with a real server room. None of these are unusual, and all of them are cheaper to absorb as diversity and spare capacity agreed at design stage than as a re-application later.

The sequence, in dependency order

  1. Load schedule and connection application

    Consolidated connected and demand load with diversity, prepared against the authority's calculation format. Needs the architectural areas and the tenancy assumptions locked well enough to survive the rest of the programme.

  2. Point of supply and substation requirement

    The utility confirms how many transformers, at what rating, and where. This is the moment the building's structure has to accommodate a room it may not have been drawn with.

  3. Substation room and builder's work

    Room dimensions, clear headroom, plinths, cable trenches, doors sized for transformer entry, ventilation or cooling, water exclusion, and a delivery route that a transformer can physically travel. Structural and architectural work, on the MEP critical path.

  4. Shop drawings and material submittals

    Distribution single-line diagrams, panel schedules, cable sizing calculations, earthing and lightning protection design, plus type-test and compliance documentation for switchgear, cable and protective devices.

  5. Installation and internal testing

    Containment, cabling, panels, earthing and bonding. Insulation resistance, continuity, earth loop and polarity results recorded on the contractor's own forms before anyone external is invited.

  6. Authority inspection

    Witnessed inspection of the substation, the LV room and the distribution. Failures here are usually about readiness and documentation rather than about the wiring.

  7. Meter application and energisation

    Metering, account setup, deposits and the commercial file. On multi-metered buildings this is administratively heavier than the technical work that precedes it.

  8. Temporary to permanent transfer

    Sites running on a builder's supply need the changeover planned. Cranes, hoists, dewatering and site accommodation all have to move across without stranding the finishing trades.

Where the weeks actually go

1. The substation room is not ready — and it is not your trade

The single most common cause of a missed inspection is a room that is structurally complete but not finished: no final floor, no door, no ventilation, plinths at the wrong level, or a cable trench that still has scaffold in it. None of that is electrical work, which is exactly why it drifts. Put the room on the main contractor's short-term programme as a named milestone with its own inspection, four to six weeks ahead of the utility visit.

2. The transformer cannot get to the room

Delivery access gets designed out during construction. A ramp gets a permanent kerb, a temporary opening gets blockwork, a service yard becomes a landscaped deck. Walk the transformer route physically, with dimensions, at least two months before delivery — and again after any facade or hardscape package starts.

3. Material approvals were submitted, not approved

Submitted is not approved, and approved-as-noted is not approved either. Track submittals by outcome, not by transmittal date. A single unresolved comment on a protective device can hold a whole inspection.

4. Nobody owns the commercial file

Deposits, account holders, ownership documents, tenancy splits, landlord versus tenant metering. This is the developer's file, not the contractor's, and it is routinely the last thing to be started. Ask for it in writing at the point of supply stage, when it feels far too early.

A programme rule that holds up

Work backwards. Fix the energisation date the building actually needs — usually driven by lift commissioning, chiller start-up and life-safety testing rather than by handover itself — then place each predecessor behind it with its own owner and its own float. When the chain is drawn that way, the awkward conversations happen in month three instead of month eighteen.

The switch-on date is not an electrical milestone. It is a structural, architectural and commercial milestone that happens to be measured in volts.

One last discipline: keep a single live register of every authority reference number, submission date, reviewer comment and clearance. When a date is questioned eight months later, that register is the only thing that settles it.

A note on accuracy. Authority procedures, code editions and submission portals in the UAE change regularly. Treat this article as engineering context, not as a substitute for the current circular, the project specification or a submission checked against the live requirement.
